With the MenuEditors you can modify the menus of GTA3 and Vice City.
With the MenuEditor for GTA3 you can unlock the hidden multiplayer oder debug menus, for example.
The readme of the GTA Vice City version contains instructions on how to add a “save game” entry to the pause menu, so that you can save everywhere.
